Uganda Enacts New Sovereignty Law

 Uganda’s President Yoweri Museveni has signed the Protection of Sovereignty Act 2026 into law.

Uganda has officially enacted the Protection of Sovereignty Act, 2026, after President Yoweri Kaguta Museveni assented to the legislation on May 17, 2026.

According to a press release issued by the State House in Kampala, the new law is designed to reinforce Uganda’s sovereignty amid growing regional and international engagements.

The Act formally establishes mechanisms aimed at protecting the sovereignty of the people of Uganda while enhancing institutional coordination within government agencies responsible for peace and security.

What the New Sovereignty Law Means

The newly enacted legislation designates the department responsible for peace and security within the Ministry of Internal Affairs as the implementing authority for the law.

It also introduces provisions for the registration and regulation of agents linked to foreign entities operating within Uganda. Additionally, the law regulates funding and other forms of assistance directed toward such agents.

Ugandan authorities say the legislation will help protect the country’s independence in national decision-making processes while ensuring governance and development priorities remain aligned with national interests.

The government further stated that the law is expected to improve clarity in the management of state authority, strengthen accountability, and support stability and orderly governance.

Officials say the Protection of Sovereignty Act complements Uganda’s broader economic and governance agenda.

The law also aims to preserve Uganda’s policy-making independence as the country continues engaging with regional and international partners across trade, diplomacy, and development initiatives.

There is close interest in how the law will be implemented, particularly regarding the regulation of foreign-linked organizations and funding channels operating within the country.

The State House confirmed that following presidential assent, the Bill has now officially become law and will guide implementation by relevant state institutions under existing legal and policy frameworks.

The announcement marks one of the most significant governance-related legislative developments in Uganda in 2026.
