Roysambu Assistant County Commissioner, Mercy Kavoi, and her agent, David Musyoki, have been apprehended by the Ethics and Anti-Corruption Commission (EACC) for allegedly soliciting a bribe of Ksh. 50,000 from a Mathare slum resident.
The incident occurred after Kavoi demolished the resident’s home, claiming it was illegally constructed on a road reserve, and confiscated the construction materials, including iron sheets and window frames.
Following a complaint received on June 9, the EACC launched an investigation into the matter. Subsequently, Kavoi engaged in negotiations with the complainant, agreeing to reduce the bribe amount by half.
The money was to be delivered through Musyoki, her agent.
“On June 13, 2023, during a meeting at the Assistant County Commissioner’s office, the complainant pleaded for mercy and requested the demanded amount of Ksh. 50,000 be reduced,” stated the EACC.
“The Assistant County Commissioner agreed to lower the sum to Ksh. 25,000, on the condition that it was paid promptly and in full.”
Unbeknownst to the suspects, the EACC had been monitoring the progress of the transaction and arrested Musyoki during the exchange.
“After receiving the Ksh. 25,000, the EACC swiftly apprehended the agent, who attempted to flee into the slum. The detectives managed to outrun the suspect, but during the scuffle, he threw away the money into the crowd of onlookers in Mathare,” explained the EACC.

Both Kavoi and Musyoki were escorted to the EACC Integrity Centre Police Station for statement recording and interrogation.
Kavoi was released on bail pending the recommendation of appropriate charges to the Director of Public Prosecutions (DPP). On the other hand, Musyoki was taken to Kilimani Police Station after failing to pay the bail.
