COP30 Presidency’s second letter: From vision to action through a global “Mutirão”

The COP30 Presidency, led by André Aranha Corrêa do Lago, has released a second letter On Thursday (8 May) that shifts from outlining a vision to advancing concrete action for the 2025 climate summit in Belém, Brazil. Central to this message is the call for a “Global Mutirão”—a Brazilian concept of collective, voluntary effort—to mobilize broad, inclusive, and bottom-up climate action.

  1. Escalating Climate Emergency
    • 2024 marked the hottest year on record, with CO₂ levels reaching an 800,000-year high.
    • This underscores the urgency for a transformative global response.
  2. The Global Mutirão
    • A decentralized call to action across all sectors—governments, communities, companies, and individuals.
    • Emphasizes immediate, real-world initiatives over distant pledges.
  3. Four Strategic Fronts of COP30
    • Global Mobilization (via the Mutirão)
    • Action Agenda
    • UNFCCC Negotiations
    • Leaders’ Summit
  4. Four Circles of Leadership
    • COP Presidents, Peoples (Indigenous/traditional), Finance Ministers, and a Global Ethical Stocktake Circle.
    • These bodies bring diverse wisdom, financial strategy, and moral framing into the process.
  5. Governance Innovation
    • Calls for systems thinking and adaptive governance to replace outdated, linear models.
    • Seeks to bridge ancestral knowledge with advanced digital tools (e.g., Digital Public Infrastructure) for scalable solutions.
  6. Concrete Implementation Paths
    • Support for nature-based carbon removals, alignment of global financial instruments, and integration of new technologies.
    • Ensures action is future-proofed for 2030–2050, not just 2025.
  7. Amazon and Indigenous Leadership
    • The Amazon is placed at the center of global climate narratives.
    • Indigenous knowledge is positioned as a pillar of sustainable development.

This second letter transforms COP30 into a mobilizing moment ,a rallying point for inclusive, immediate, and systemic climate action. By invoking the spirit of a “global mutirão,” Brazil is inviting the world to join hands in a collective response that matches the scale of the crisis.
