Former Cabinet Secretary Raphael Tuju has been granted an anticipatory bond of Ksh.200,000 by the High Court, following claims that he faces ongoing threats from law enforcement and prosecution agencies.
Tuju approached the court on Tuesday, seeking protection after alleging that he was tailed by unmarked vehicles on March 21. He says he was forced to abandon his car and seek refuge at a secure location.
“I have been subjected to constant surveillance and harassment,” Tuju stated in an ex parte application.
“I fear for my personal safety and require assurance that I can move freely and receive medical care without intimidation,” Tuju said.
Tuju reported to Karen Police Station to record a statement, but claims officers manhandled him, intensifying injuries from a prior car and airplane accident.
In addition to the bond, Tuju is seeking a court order to restrain the Inspector General of Police, the Directorate of Criminal Investigations (DCI), and the Directorate of Public Prosecutions (DPP) from summoning or arresting him, or interfering with his freedom of movement. He also requests protection while receiving medical treatment.
Justice Martin Muya certified the matter as urgent, and the case is set to be mentioned again on April 7, 2026.
The bond comes amid heightened scrutiny over Tuju’s recent disappearance, which sparked national attention and raised questions about the conduct of investigative agencies. Authorities have yet to comment on the allegations of harassment.
