Public Service CS Margaret Kobia clarified the situation, stating that her colleagues were only employed temporarily and would eventually report to the Principal Secretaries, who were in responsible of managing the ministries’ day-to-day operations.

“Once the former president has left State House, CSs are in office just waiting to hand over. CSs can be consulted but it is Principal Secretaries that remain to do day-to-day administration of their state departments,” she stated.

Furthermore, on Thursday, September 15, Health Secretary Mutahi Kagwe gave his approval to the Ministry of Health and global pandemic.

On the other hand, Interior Cabinet Secretary Fred Matiang’i was alleged to have ceased attending his office for duty performance.

Through his farewell message to former president Uhuru Kenyatta, CS Matiang’i lauded him for having served diligently to the people of Kenya as well as given him the opportunity to showcase his ability in leadership.

As a result, Joseph Kinyua, the head of the public service, sent a circular to all the ministries outlining the costs and responsibilities of the CS during the transitional time.

In the directive, the CSs were barred from spending above Ksh50 million and travelling out of the country on official duty

President Ruto however will officially announce his Cabinet Secretaries few days to come considering his speech during the inauguration ceremony.
