NCIC summons MP Peter Salasya over hate speech case

Nairobi – Mumias East MP Peter Salasya is set to appear before the National Cohesion and Integration Commission (NCIC) today at 11:00 a.m. over an ongoing case involving alleged ethnic discrimination.

The NCIC confirmed the summons, stating Salasya is under investigation for a post he made on X (formerly Twitter) on May 10. The post allegedly targeted the Luo and Luhya communities in a manner intended to incite ethnic hatred.

The charge sheet, filed in Nairobi on May 19, accuses the MP of publishing inflammatory content with full awareness that it was insulting and inciting. The charge falls under sections 13(1)(b) and 13(2) of the National Cohesion and Integration Act of 2008, which prohibits acts intended to stir ethnic hostility.

Salasya, who has not publicly responded to the allegations, previously pleaded not guilty in court.

The NCIC has voiced growing concern over the rising tide of hate speech and incitement in the country’s political scene. Chairperson Samuel Kobia, in a recent address, warned that political platforms are increasingly being used to spread hostility rather than unity. “We will act against anyone who breaks the law,” Kobia said, referencing the Commission’s mandate under the 2008 Act.

Multiple elected officials are currently being investigated for similar offenses. The Commission has not disclosed how many cases are open, but warned of ongoing monitoring.

NCIC has urged political leaders to avoid inflammatory rhetoric, especially as national tensions remain high in the wake of recent political rallies marked by personal attacks and ethnic provocation.
