A sitting Member of the Kitui County Assembly has been arrested in Nairobi after security footage allegedly captured him walking off with a parcel of mobile phone accessories worth nearly Ksh.1.9 million.
The suspect, identified by police as Cyrus Musyoka Kisavi, represents Ikanga Ward in the county assembly. He was picked up by officers on Tuesday afternoon, nearly four months after the alleged theft occurred.
According to detectives, the parcel had been booked for delivery to a client in Mombasa through Buscar Courier Services, a company with offices along River Road in Nairobi. The package never arrived. Courier staff reported it missing on February 8.
But it wasn’t until this week that the case took a dramatic turn.
Caught on Camera
Officers from the Directorate of Criminal Investigations (DCI) said surveillance footage from the courier’s office helped crack the case. In a statement, the agency confirmed that Mr. Musyoka was seen leaving the premises with the parcel in hand.
“The arrest followed a positive identification after CCTV footage of the scene was analysed,” the DCI said. “It captured the suspect leaving with the parcel destined for a client in Mombasa.”
What raised eyebrows was that the MCA allegedly did not identify himself as an elected leader when questioned by staff.
“He looked like any other customer,” said a security guard at the scene who asked not to be named. “No one suspected a thing—until we saw the footage.”
Spotted, Then Arrested
Mr. Musyoka was arrested when he showed up at the same Buscar office days ago. Staff recognised him and alerted security, who detained him before handing him over to police.
Once in custody at Central Police Station, his identity as a ward representative became clear. Officers then transferred him to Mombasa, where detectives familiar with the case are leading the investigation.
It remains unclear what led the MCA to the courier office on the day of the theft, or whether others were involved. Police say investigations are still underway.
Silence from the Assembly
Efforts to reach Mr. Musyoka’s office for comment were unsuccessful. The Kitui County Assembly has yet to issue a public statement on the arrest.
Legal experts say if charged and convicted, the MCA could face serious consequences, including time behind bars and potential removal from office.
“This is not just about the theft,” said lawyer Caroline Mutua, based in Nairobi. “It also raises questions about integrity in public service.”
