38 MCAs to one vote to impeach Oduol

Siaya County Assembly has passed a motion to impeach Oduol William, the deputy governor. From the assembly, 38 MCAs voted against one to impeach the deputy governor from office.

The County Assembly meeting was slated for 9:30 a.m. Monday had armed security arriving at the Assembly as early as 8:00 a.m. There is a record of some youth who showed up and started chanting anti-Oduol slogans.

East Asembo MCA, Gordon Ong’uru, filed the motion officially in the meeting and tabled it for voting. Alongside the motion were a few accusations towards Oduol for his conduct and reasons that warrant his impeachment. 

He was accused of abuse of the office of the Deputy Governor. “He used a total of over Ksh 18 million on the renovation of his office. Using the finances to buy furniture and office equipment. An amount that was not in the budget nor the procurement plan” read the motion. 

In the motion, he is accused of gross violation of the constitution and other laws alongside gross misconduct. He is suspected of misleading the public by issuing false information to both the media and the people. 

The motion alleged that “the deputy governor coerced the head of the County procurement unit to give him raw evaluation report for the tender on supply and delivery of certified seeds and fertiliser.”

Reason for voting to impeach Oduol

A reason that one of the MCAs, Booker Washington, voted for the motion to impeach was that the actions of Oduol caused a stalemate in the county. There has not been any development in the county since the beginning of the wrangle between the two. The MCA, therefore, voted for impeachment because that is how he can assure the continuation of development in the county. 

The Assembly created a 14-member special committee with the duty to investigate the allegations presented against Oduol. The Committee has to table the report in 10 days when they’ll have the next hearing before the Assembly.

According to the constitution, the assembly is required to form a committee to investigate allegations. If the grounds for the impeachment are solid, then they will proceed to oust Oduol from office in the County Assembly. Afterwards, the matter will be presented to the Senate and decide on the impeachment or not. 

After all these proceedings, Mr Oduol still stands firm in office. He said that he is innocent of all allegations made and won’t step down from office.
