Nelly Muluka Appointed Acting CEO of Kenya Film Classification Board

NAIROBI — The Kenya Film Classification Board (KFCB) has appointed Nelly Muluka as its new Acting Chief Executive Officer, who assumed office on 29th October 2025.

Her appointment follows the completion of the term of outgoing Acting CEO, CPA Paskal Opiyo, who has led the agency over the past year.

Before her appointment, Ms Muluka served as Acting Chief Manager for Corporate Services and Administration, and was also the substantive Manager for Corporate Communications at the Board.

The KFCB Board of Directors extended its appreciation to Mr Opiyo for what it called his “dedicated service and steady stewardship” during his tenure.

“The Board extends its sincere appreciation to the outgoing Acting CEO, CPA Paskal Opiyo, for his contribution to the board.,” the statement read.

Ms Muluka’s appointment is expected to provide stability as the Board continues its mandate to guide film classification and uphold cultural values in the sector.

The KFCB, a state corporation under Kenya’s Ministry of Youth Affairs, Creative Economy and Sports, plays a key role in reviewing, classifying, and regulating audio-visual content distributed across the country.

For Ms Muluka, the appointment represents a significant step in a career that has spanned communications, administration, and public service. She is now tasked with steering an institution that sits at the heart of Kenya’s vibrant and sometimes controversial film and digital content landscape.
