NAIROBI — Isiolo Governor Abdi Hassan Guyo will remain in office after the Senate dismissed his impeachment over procedural errors by the Isiolo County Assembly.
In a session held Tuesday, 31 senators upheld objections raised by Guyo’s legal team, which challenged the legitimacy of two County Assembly sittings that initiated the impeachment. Only 11 senators supported the motion, falling below the required threshold.
“The Senate finds that the County Assembly of Isiolo did not appropriately hold sittings on the 18th and 26th of June 2025 to table, debate, and pass a vote on the motion for the proposed removal from office by impeachment of the Governor of Isiolo County, Abdi Hassan. The impeachment proceedings terminate forthwith,” read an official statement from the Senate.
The Senate had reconvened from recess to consider the charges brought against Guyo, which included abuse of office, violation of the Constitution, and gross misconduct. He was accused of irregularly appointing 36 advisors and 31 chief officers, issuing faulty contracts, and stalling key development projects in the county.
Sixteen out of 18 Isiolo Members of County Assembly (MCAs) voted to impeach Guyo on June 26, 2025. However, the Senate ruled the assembly had failed to adhere to constitutional procedures in convening and conducting its sessions.
Guyo was represented by a legal team led by Elisha Ongoya and included eight lawyers, three legal assistants, and five witnesses. The County Assembly’s team comprised ten lawyers, two assistants, and four witnesses.
Senators rejected an earlier proposal to form an 11-member special committee to investigate the claims and instead conducted a full plenary hearing.
The Senate’s decision marks a significant setback for the Isiolo County Assembly, which must now re-evaluate its legislative procedures if it intends to pursue further action.
Governor Guyo has not issued a public statement since the Senate’s ruling.
