Morocco and France Cement Security Alliance with Joint Action Plan Against Transnational Crime

Rabat – Morocco and France have signed a comprehensive joint action plan to deepen cooperation in the fight against organized crime and terrorism. The agreement was formalized Tuesday in Rabat by Abdellatif Hammouchi, Morocco’s Director General of National Security and Territorial Surveillance, and Louis Laugier, Director General of the French National Police.

The signing took place during a high-level meeting attended by France’s Ambassador to Morocco, Christophe Lecourtier, and a delegation of senior French security officials. The two countries agreed to strengthen their operational ties through the formation of joint working groups, improved intelligence sharing, and coordinated actions against transnational crime networks.

The roadmap outlines specific steps to enhance collaboration in identifying and arresting fugitives, disrupting criminal syndicates operating across borders, and reinforcing security protocols ahead of global events such as the 2024 Paris Olympics and upcoming international tournaments in Morocco.

“This plan builds on decades of trusted cooperation and opens the door to a stronger, more coordinated approach to shared security threats,” Hammouchi stated following the meeting.

Laugier praised Moroccan authorities for their role in helping France dismantle terror networks and apprehend suspects wanted by French courts. He emphasized that France remains committed to supporting Morocco’s own security efforts. “The cooperation has been vital, and our shared goals make us stronger together,” he said.

The French delegation acknowledged Morocco’s contributions to global security by awarding Hammouchi the Officer of the Legion of Honour. Lecourtier presented the medal in recognition of Morocco’s leadership in regional counterterrorism and international law enforcement cooperation.

According to the official statement, the joint plan reflects both nations’ commitment to long-term partnership in critical areas such as technical training, information exchange, and operational support.

Both sides also reviewed the current status of bilateral cooperation and discussed new strategies to address evolving security risks. The talks included proposals for rapid response coordination, enhanced surveillance strategies, and frameworks for joint investigations into emerging threats.

Officials stressed that the plan is designed to institutionalize the long-standing partnership between the two police services, while adapting to the complex challenges of modern security threats including terrorism, cybercrime, and organized trafficking networks.

The visit and agreement signal a renewed commitment between the Kingdom of Morocco and the French Republic to maintain regional stability and protect their citizens through coordinated law enforcement actions.
