Ezra Chiloba Resigns From Office

Ezra Chiloba has resigned from office as the director general of the Communications Authority of Kenya (CA). His resignation is due to alleged crimes of graft and abuse of office.

The Communications Authority released a statement on Thursday mentioning that Chiloba’s resignation letter was accepted by the board of directors. This comes as the Ethics and Anti-Corruption Commission launched investigations on him following the allegations.

” On behalf of the Authority, I wish the outgoing Director General success in his future endeavors and appreciate his invaluable contribution to the organization and the sider ICT sector,” said the CA Board Chairperson, Mary Wambui.

Ezra Chiloba used to work as the CEO of the Independent Electoral and Boundaries Commission (IEBC). He was then appointed as the CA Director General in October 2021 where he served for almost two years.

He was however indefinitely suspended in mid-September from his duties recently due to graft allegations. His suspension followed a board meeting held by the Communications Authority.

After his suspension, Chiloba was replaced by Christopher Wambua in an acting capacity, after being appointed by the board. This suspension put a halt to his term limiting it to only two years.

Reasons for His Suspension

Him alongside Human Resources, Legal Services, the Internal Auditor, and Finance Directors. They were accused of the misappropriation of approximately Ksh 662 million in the staff mortgage which consequently made the communications regulator lose millions.

The Special Board Audit and Risk Committee was in charge of carrying out an investigation. While doing that, they uncovered gaps in the authority’s funds and led to the suspension of the officials in the various departments.

According to the committee, Chiloba had bought a house and acquired seven acres of land. This is more that the required one acre limit that was set by the Civil-Servants Housing .

“Management should hold those responsible to account and recover the liabilities within the next 30 days,” the committee recommended.

Chiloba however, refuted all allegations and termed them as baseless and inaccurate. He mentioned that all actions taken in relation to management of the mortgage scheme strictly adhered to the relevant policies and guidelines.

“All allegations levelled against me, conflict of interest, abuse of office, intent to defraud the authority, lack of professionalism and integrity and negligence of duty and failure to show due care are unfounded, incorrect and unjustified,” said Chiloba.
