Also they can be able to help subsidize agricultural fertilizer and seeds. Another way the county governments can help is ensuring there are policies that align with both small scale and large scale farmers.
For institutions that produce seeds. They can also help ensure that they produce seeds that can withstand pests and diseases. This will ensure there is more harvest for the farmer.
