Government Activates National Plan as El Niño Rains Loom

Kenya has activated a national response plan as the country prepares for potentially heavy El Niño rains, putting rescue teams, evacuation centres and emergency supplies on standby.

The Ministry of Interior said on Monday that the response would be coordinated through the National Disaster Operations Centre (NDOC), with interventions scaled up depending on the severity and spread of the rains.

The move comes as Kenya enters the October-December rainfall season. The Kenya Meteorological Department has issued updated forecasts for the period, while government agencies have been preparing for increased flood and landslide risks.

Rescue teams placed on standby

The government plans to deploy the Kenya Coast Guard Service, Kenya Defence Forces, National Police Service, Kenya Red Cross Society and National Youth Service for search-and-rescue operations where needed.

Authorities are also mapping alternative access routes in case floods damage roads and other transport infrastructure.

“Alternative access routes will also be activated where roads and other transport infrastructure are disrupted, while air support will be mobilised through NDOC where required,” the Interior Ministry said.

Designated evacuation and displacement centres have been established, with a standardised registration system prepared to identify and assist people forced from their homes.

Schools assessed for possible evacuation use

The government is also assessing learning institutions to determine whether they are safe and functional.

Some schools could be used as temporary displacement centres if communities are forced to evacuate. Officials say measures are being taken to protect learning materials and other school property.

The plan also provides for the mobilisation of food and other emergency supplies in areas expected to face the greatest risks.

Health teams prepare for disease outbreaks

Health authorities are preparing for the possibility of disease outbreaks following flooding and water contamination.

The Public Health Emergency Operations Centre and Incident Management System have been activated to coordinate emergency health services and strengthen disease surveillance.

The government says supplies of therapeutic and supplementary nutrition commodities have been secured. Water-quality monitoring will also be intensified, with water-treatment products distributed in affected areas.

Kenya’s Health Ministry has previously warned that heavy rains and flooding can contaminate water sources and increase the risk of diseases including cholera, typhoid and malaria.

Food stocks ready in 10 counties

The government said pre-positioned food stocks are ready for release in 10 priority counties: Tana River, Garissa, Kisumu, Busia, Nakuru, Mombasa, Kilifi, Wajir, Mandera and Turkana.

Farmers will also receive location-specific agricultural advisories as weather conditions change.

The response will be coordinated between NDOC and county governments, with agencies expected to adjust their operations according to conditions on the ground.

Nairobi County has separately carried out a disaster-management simulation and plans to work with KeNHA, KURA, the Kenya Red Cross, the fire department and police to respond to emergencies.

The government has been increasing flood preparedness in recent weeks, including mapping areas considered vulnerable to flooding and landslides ahead of the October rains.

Preparedness moves from planning to action

The latest measures mark a shift from advance planning to active national response as the rainy season gets underway.

Authorities are urging residents in vulnerable areas to follow official weather and evacuation advisories and move to safer ground when directed.

The Kenya Meteorological Department continues to provide county-level forecasts to guide local preparedness, including for agriculture, health and disaster management.
