President William Ruto has announced plans by his administration to present a Sh5 trillion infrastructure development bill to Parliament in the coming days, describing the move as a decisive break from what he termed decades of repetitive and ineffective policy choices that have slowed Kenya’s progress.
Speaking on the urgency of structural transformation during his address at State House on Thursday, the President warned that continuing on the same development path would condemn the country to perpetual underperformance.
The Head of State argued that Kenya could not afford to repeat approaches that have failed to deliver meaningful economic and social advancement since independence.
“We Are Not Mad People,” Ruto Says
In a pointed critique of past development models, President Ruto said persisting with the same strategies year after year while expecting different outcomes was irrational.
“If we continue at the rate at which we have been continuing for the last 60 years, this country will continue to lag behind,” President Ruto said, warning that maintaining the status quo would only entrench underdevelopment
The President framed the proposed infrastructure bill as a necessary reset, aimed at unlocking Kenya’s First World Status.
“Madness is doing the same thing year and year, over and over again and expecting different results. We are not mad people,” he added.
Sh5 Trillion Bill to Anchor First World Ambitions
According to President Ruto, the proposed Sh5 trillion package will focus on strategic infrastructure projects designed to position Kenya as a globally competitive economy.
The initiative is expected to support the country’s long-term vision of attaining First World status.
The administration is expected to formally submit the bill to Parliament in the coming days, where it will be debated and subjected to legislative scrutiny.
