Nairobi Governor Johnson Sakaja has announced a significant reorganisation within the County Executive, reassigning several County Chief Officers in a move he says is meant to enhance service delivery and improve coordination across key sectors.
The changes, outlined in a notice dated Tuesday, November 18, 2025, take effect immediately.
Mosiria Moved to Citizen Engagement and Customer Service
Among the notable changes is the reassignment of Geoffrey Mosiria, who previously served in the Environment sector.
Mosiria has now been moved to the Citizen Engagement and Customer Service docket, a department at the heart of Sakaja’s governance agenda focused on improving public access to county services and strengthening communication between the administration and residents.
Extensive Reassignments Across Sectors
The executive reshuffle affects ten County Chief Officers, each reassigned to a new sector.
In the changes, Godfrey Akumali moves from Business and Hustler Opportunities to Housing and Urban Renewal, while Tony Michael Kimani shifts from Social Services to Social Services and Estate Management.
Lydia Mathia, who previously served in Housing and Urban Renewal, has been reassigned to Business and Hustler Opportunities.
Ibrahim Otieno transitions from the Medical Facilities docket replacing Mosiria in the Environment department, as Sande Oyolo swaps from Digital Economy and Start-Ups to Medical Facilities.
Wilson Gakuya has been moved from Smart Nairobi to the Digital Economy and Start-Ups sector, while Dr. Machel Waikenda shifts from Mobility to Mobility and Acting ICT Infrastructure, as Clement Rapudo makes the switch from City Culture, Arts and Tourism to Smart Nairobi.
Zipporah Mwangi retains her role within City Culture, Arts and Tourism.
