NAIROBI, Kenya — A group of Nairobi residents has launched a formal bid to remove Woman Representative Esther Passaris from office, citing what they claim are repeated failures in leadership and a lack of accountability.

The petition, filed on Monday, July 28, with the Independent Electoral and Boundaries Commission (IEBC), is led by four citizens: Shakira Wafula, Sichei Soet, Dominic Omondi, and Mavin Mabonga. The move sets the stage for what could become one of the most significant recall efforts in recent county politics.

According to the petitioners, Passaris has violated constitutional rights, failed to represent women adequately, and neglected her duties as a public servant. Among the eight accusations listed, they highlight a lack of transparency in the use of National Government Affirmative Action Funds (NGAAF) and silence on police brutality against women.

“She has let down the women she represents and turned a blind eye to their suffering,” said Shakira Wafula, one of the lead petitioners. “We’re confident we can gather more than a million signatures.”

The petition also accuses the MP of undermining public participation, misinforming the public, and breaching the leadership and integrity provisions outlined in the Constitution.

Mavin Mabonga, another petitioner, framed the action as part of a broader civic awakening. “This isn’t just about Esther Passaris,” he said. “It’s a wake-up call to every citizen. If you feel your elected leader no longer represents you, the law allows you to act before the next election.”

Under Kenyan law, a Member of Parliament may be recalled after serving two years, provided they are not within the final year of their term. Passaris, currently in her second term, is eligible for such a petition.

Passaris has not publicly responded to the recall bid. As of Tuesday morning, her office had yet to release a formal statement.

The IEBC is expected to review the petition before giving clearance to begin collecting signatures a process that requires support from at least 30% of registered voters in Nairobi County for the motion to proceed to the next stage.
