Sacked CS Justin Muturi hands over to Mudavadi

Prime Cabinet Secretary Musalia Mudavadi has emphasized the need for a structured and efficient transition process to ensure the smooth transfer of government projects and programs.

Speaking during a handover ceremony with outgoing Cabinet Secretary for Public Service Justin Muturi at the Railways Headquarters, Mudavadi highlighted the government’s commitment to enacting the Assumption of Office of President and Transition of Executive Authority Bill.

“We need to maintain a well-structured handover process, including clear documentation of government programs. A bill is already in Parliament to formalize and streamline the transition of power,” Mudavadi stated.

The legislation, he added, aims to prevent gaps in governance and ensure continuity by establishing a formal framework for executive transitions.

During the ceremony, Mudavadi officially assumed interim responsibility for public service matters until the newly appointed Cabinet Secretary is verified and approved by Parliament.

“We extend our sincere gratitude to Hon. Justin Muturi for his dedicated leadership and contributions to advancing public service initiatives during his tenure,” Mudavadi noted.

He reiterated that a seamless transition upholds the government’s commitment to efficiency, governance, and accountability. “The Office of the Prime Cabinet Secretary will oversee public service responsibilities until Parliament approves a new appointee,” he added.

Muturi, reflecting on his seven-month tenure, praised his team at the Public Service Ministry for their dedication to implementing the BETA agenda—an initiative aimed at creating a more agile and efficient public service. He also underscored efforts to reduce the public wage bill to 35% of the GDP.

“I commend the team for their hard work in streamlining the public workforce. Significant progress has been made, and the incoming leadership will find ongoing initiatives already in place,” said Muturi.

The transition marks a critical step in the government’s broader effort to institutionalize orderly leadership changes and enhance service delivery across ministries.
