Police Service advertises top DCI post: Here are the requirements

The National Police Service Commission (NPSC) has advertised the vacancy in the Office of the Director of Criminal Investigations (DCI) amid George Kinoti’s resignation.

The announcement made on Thursday, September 29, came two days after President William Ruto confirmed he had received and subsequently accepted the resignation of Kinoti.

Through the commission’s Chairperson, Eliud Kinuthia, interested candidates will have seven days to send their applications, setting the deadline for October 6, 2022.

Kinuthia specified that applicants must have a minimum of 10 years of experience at the management level of a public institution and a degree from a recognized institution.

Other requirements are well outlined in Section 29 of the National Police Service.

“Applicants must be citizens of Kenya, hold a degree from a recognized university,10 years experience in management and proven knowledge in criminal investigations and policing and meet requirements for chapter six of Constitution of Kenya 2010,” Kinuthia stated.

In consequence of Kinoti’s resignation, President William Ruto ordered the National Police Service Commission to declare a vacancy and advertise the position.

President Ruto asked the Police Service to find someone to stand in the capacity of the office, albeit in the presence of the Deputy Director of Criminal Investigations, Joseph Ashimala.

Kinoti served in the DCI office since 2018.

His imminent resignation was allegedly coinciding with President William Ruto’s accusations that Kinoti was used as an icon to weaponize politicians over graft cases during former President Uhuru Kenyatta’s regime.

According to Section 30 of the National Police Service Act, the Commission is required to declare vacancies and solicit applications whenever a position opens up in the Office of the Director of Criminal Investigations.

This notice must be published in the Gazette and at least two daily newspapers with national circulation.

Within fourteen days of the notice’s publication, anybody who qualifies under this Act may submit an application to the Commission.

The Commission will subsequently review the applications, hold open interviews, and select at least three candidates who meet the requirements for the open posts.

“The names of the shortlisted persons under subsection (3) shall be published in the Gazette. The Commission shall, within seven days from the date of publication of names under subsection (4), forward the shortlisted names to the President,” the National Police Service Act states.

The Head of State shall then within seven days of receipt of the names forwarded under subsection (5), by notice in the Gazette designate a person as the Director of Criminal Investigations.

“For purposes of appointment of the Director of Criminal Investigations before the establishment of the Commission, the procedure set out in the Third Schedule shall apply with necessary modifications, except that the provisions in the Schedule requiring approval by Parliament shall not apply,” the Act states.
