Kenya Police Commission Vows Fair, Transparent Recruitment of 10,000 Officers

The National Police Service Commission (NPSC) has promised that the upcoming police recruitment will be fair, transparent, and free of malpractice, amid public concern over past scandals.

Appearing before the National Assembly’s Security Committee on Tuesday, the commission’s Chief Executive, Peter Leley, outlined new safeguards designed to restore trust.

“We have independent observers to ensure compliance and prevent malpractice,” Mr Leley told lawmakers. “We are also introducing digital tools for applications and verification to minimize human error. This will guarantee gender balance, regional equity, and ethnic diversity.”

The commission is preparing to hire 10,000 new constables under a framework shaped by wide consultation. Mr Leley said the Interior Cabinet Secretary had already offered input, which had been factored into the allocation plan.

For the first time, the entire process will take place online. Applicants will be required to submit their details virtually—a move the commission says will curb corruption and favoritism, which have dogged previous recruitment drives.

Of the 10,000 slots, 4,000 have been reserved for graduates of the National Youth Service (NYS). The remaining places will be open to the wider public, with particular attention given to applicants from underrepresented and marginalized groups.

“The recruitment is in search of underrepresented and marginalized communities to promote inclusivity,” Mr Leley said, insisting that diversity would strengthen the police service’s legitimacy.

Past recruitment exercises were marred by allegations of bribery and political interference. By stressing transparency and inclusivity, the NPSC is hoping to reassure Kenyans that this year’s intake will mark a new chapter for the force.
