The government has launched a training for thirty (30) Trainers of Trainers (ToTs), who will be taken through the organization and functions of government; security, peace and safety for citizens; and most importantly, public participation, engagement, and communication.
This comprehensive plan incorporates a variety of groundbreaking initiatives and interventions aimed at uplifting all segments of society. It recognizes and prioritizes the citizens and communities who are at the lowest rungs of the social hierarchy, aiming to fundamentally reshape the nation’s landscape of opportunities.
“We have set about cementing the position of the National Government Administrative Officers (NGAOs) as the driving force behind these strategic interventions and forge an environment where every single ‘ mwananchi’ will not only thrive but also contribute meaningfully to our collective prosperity, ” said Dr. Raymond Omollo, Principal Secretary, State Department for Internal Security and National Administration.
As the government’s primary intersection with the local community, the department is crucial in driving service improvement and maximizing the effectiveness of focused investments.

“We have purposed to conduct a reorientation programme for these officers with the intent to infuse a lead-by-example mindset across the structure and ensure effective, efficient and responsive services at all levels, ” added the PS.
In addition, The Deputy County Commissioners (DCCs), who were selected on merit, will also be trained on other cross-cutting issues, key among them climate change and employee wellness and psychosocial support, after which they will be deployed to cascade the radical shift in mindset to all the ranks within the NGAOs structure.
The motivation for this programme is grounded on the fact that the everchanging times call for renewed ways of doing things.
Further, the primary goal of this programme is to make certain that every encounter administrators have with the citizens is characterized by compassion and a true comprehension of their distinct requirements and concerns.
